2022 年 2 月 10 日(火)以降、入国制限が大幅に緩和されることになりました。
新型コロナワクチン接種を完了した方が対象です。

出発前 RT-PCR 検査結果(陰性証明書)
(*1)ワクチン接種証明書(*2) の両方を持参いただく必要があります。
到着日から数えて 7 日目まで、症状がないか自宅等でのセルフモニタリングを実施。
フィリピン到着後の検疫ホテル隔離は不要。

(*1) フィリピン政府により、フライト出発時刻から遡って 48 時間以内に日本国内の医療機関・検査機関にて RT-PCR 検査法(ReverseTranscription – Polymerase Chain Reaction)による新型コロナウイルスの検査を受けていただき、その陰性の検査結果をお持ちいただくことが求められています。検査結果は紙に印字されたものであり、RT-PCR 検査法であることが分かること、受診いただいた方の氏名(パスポート氏名と一致)、検査日時、検査を受けた医療機関・検査機関名が全項目において英文で記載されていることが条件です。

(*2) 日本の自治体が発行する「新型コロナウイルス感染症 予防接種証明書」、およびデジタル庁・厚生労働省が提供する「新型コロナワクチン接種証明書アプリ」も対象です。

11 月28日、フィリピン政府は、新しいCOVID-19変異体（オミクロン株）が検出されたことにより、12月15日まで、直ちに以下の国境管理措置を実施することを発表しました。これにより、12月1日から実施予定としていた「グリーン」国／管轄区域／地域からの、完全にワクチン接種し、かつビザが必要とされていない国の国籍を有する渡航者の入国は、一時停止されます。

12月1日から観光目的で入国することが可能です。（11月30日にオミクロン株の影響のため、一時中止になりました）

フィリピン大使館からの情報です（要約　原文は下記します）

フィリピン政府は11/26日、「低リスク」に指定している国々（日本も含む）からの観光のための入国を認めると発表しました。期間は12月１日から15日までとなり15日ごとに見直しするそうです。2回ワクチン接種を完了していることなどが条件です。

パスポート（旅券）の残存期間が入国時点で６カ月以上あること、入国前の14日間は日本に滞在していることが条件です。

日本の市町村で発行するワクチン接種証明書は、フィリピン政府が認めています。

フィリピン入国にあたっては、出国72時間以内にPCR検査を受けて、英文での陰性証明書を取得します。入国時のホテルでの隔離は免除となりますが、14日間はご自身で健康確認することを求められます。

 

※これは試験的なもので、このまま永続的に観光が認められるわけではありません。また、日本に帰国後に３日間の指定された宿舎での隔離、その後自宅での14日間の隔離があります。また空港から自宅までは公共の交通機関を利用できないため、近隣の空港から出発/帰国できないと渡航はむずかしい（例えば大阪から成田空港まで車で迎えに行く等）状況が続きます。

For foreign nationals vaccinated abroad (with WHO-issued ICV, or the national/state digital certificate of the foreign government which has accepted VaxCertPH under a reciprocal arrangement unless otherwise permitted by the IATF)***

The BOQ is recognizing the International Certificate of Vaccination or Prophylaxis (ICVP), or the WHO-approved Carte Jaune or Yellow Card, issued by Member States signatory to the convention on International Health Regulations.
However, the certificate holder is still subject to applicable quarantine protocols under current risk classifications of their origin as identified by the IATF.

In the case of Japan which is listed under the GREEN List, a negative RT-PCR test shall be required to be taken within 72 hours prior to departure from the country of origin. Upon arrival, no facility-based quarantine will be further required but the individual is enjoined to self-monitor for any symptoms until the fourteenth (14th) day with the first day being the date of arrival.

For individuals who are not fully-vaccinated (or whose vaccination status cannot be independently verified/confirmed by Philippine authorities as valid and authentic), and those vaccinated but failed to comply with the test-before-travel requirements
Day 1 : Arrival/Check-in at quarantine facility
Day 5 : RT-PCR Test Swabbing
Day 6 : Release of Test Results (may take longer than 1 day)
Day 7-14 : After release of test results, self-monitor for any symptoms
The testing and quarantine protocols of minors shall follow the testing and quarantine protocol of the parent/guardian traveling with them, regardless of the minor’s vaccination status, and country of origin.

** Japanese government-issued COVID19 vaccination certificates are recognized by the Philippine government.
An individual shall be considered as having been fully vaccinated for COVID-19:

1. More than or equal to 2 weeks after having received the 2nd dose in a 2-dose series; or
2. More than or equal to 2 weeks after having received a single-dose vaccine.
3. The vaccines administered to the individual are included in any of the following:
   • Emergency Use Authorization (EUA) List of Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration; or
   • Emergency Use Listing of the World Health Organization.

Note:

1. Country list classifications are reviewed every 15 days. Kindly check the country classification of JAPAN on the date of your travel for the applicable quarantine protocols.
2. Vaccination Certificates and RT-PCR test results must be in English or accompanied with English translation if issued in a foreign language.
